An active volcano acts as a safety valve to reduce pressure under the earth's crust. It directs the explosion upward in a specific area, and this allows anyone living in the vicinity of a volcano to plan where they want to live with respect to the volcano. It's like standing in front of a tiger's cage; you're relatively safe as long as you don't go sticking your arm within his reaching distance. Having said this we must realize that both tigers and volcanoes can and do kill.
