It would help if cold fusion has been discovered, which it hasn't.

Fleischmann and Pons (see link below) failed to prove their method was anything more than a fake.

It is likely that if/when it is discovered, the early limits in the technology would limit it to large-scale installations like power plants and the largest naval ships. Expect it to take decades before the economics of scale would allow shrinking of the technology to truck and car sizes.

Did the Civil War ever use vehicles?

Trains and steam ships were very new to use in warfare. The ability to move large numbers of troops quickly using the rail lines and steam ships provided a whole new aspect to logistics and troop movements. Other than that they only had horse-drawn vehicles. 1860-65 was a few years before motorized vehicles.

Why Does The United States of America decommission aircraft carriers and does it make the country weaker?

The United States Navy decommisions all types of ships, including aircraft carriers. One reason they do it because the ship's technology is to old or to expensive to update. Another could be because the service is no longer using that type of ship anymore. You wouldn't expect us to use the same ships we used in World War I, would you? Decommissioning ships doesnt make the country weaker because usually those ships are replaced with more technologically advanced ships. It would make the country weaker if we didnt replace them, but since we do replace them with better ships, the country actually gets stronger.

How can you create vehicles using electricity?
