Either the thermostat has been set too low, your hot water heater is not big enough, or your hot water heater has not been installed properly.

Any kind of water that isn't hot can be used when administering burn care, but preferably cool, running water. This is so that the water isn't being warmed by the heat radiating off the burn. To minimize damage, it is important to cool the burn as soon as possible.
Around 180 ago seems reasonable. A bathtub of some sort was put in around 1830 when running water was added, mostly for fire protection. My understanding is that they had a boiler in which water was heated, but no hot running water, so the tub would have to be filled via buckets . It was around 20 years later that hot running water was put in.

So in theory, it is possible for a restaurant to continue to function, even without running hot water. It is more difficult, of course.
Heat from a hot springs could kill if the temperature was high enough. Hot springs are created by water running underground near a sealed magma chamber so their temperature is fairly constant. So depending on how much water, and the proximity of the magma would determine the temperature of the hot springs.

If you have a leak on the hot water somewhere in the house and the water input into the tank is not running, the tank will lose it's water. And if it is an electric tank, the elements will burn out. Gas hot water tank should be no problem. Pressure valve does not have to be open.
Put in the dishwater with hot water, if you do not have a dishwater, put it under very hot running water with some dishwater, and let it soak their overnight. If you need to use it right away scrub it well with hot water, soap and a sponge.
You say it's running hot, so i am assuming you have hot water in the radiator. If the thermostat was not opening, there would be no hot water in the radiator. Since the temperature sensor is on the engine, it reads the temp of the water in the engine. (Not in the radiator). The fact you have over heating tells me the water is getting hot but the sensor is not reflecting that. I would say it's either the sensor, or the gauge.
They have water in them so when it is hot they have water to live on.
