because the government cant fund for the research and the utilities needed to make wind turbines and because even though they help the environment it still cost workers to make and place and move them to where they needed to be.

Wind Turbines are cheap to build from the low cost of materials it takes to build turbine.

ADDED: No, they are not very cheap to build, thanks to the relatively high total cost of materials, manufacturing, transport, labour and fuel involved; for a given electrical power rating of installation. They are relatively cheap to run because the "fuel" is free, but they still incur maintenance costs which can be high, especially for offshore installations. There is no such thing as a free lunch!

To get the maximum amount of wind. If they were low to the ground the wind levels would not be so high.

Yes, There are wind turbines with more than three blades... Basically that would only apply for the turbines which are not commercial like the turbines which are installed at home etc. and there are also wind turbines with horizontal axis, and again that would not apply to commercial wind farm. Usually Wind Turbines are BIG in size and mostly used to Generate Commercial Electricity so installing a Turbine with more than 3 turbines is not a viable thing.
