Attraction to the Earth is caused by the force of gravity.
As earth formed, most planetesimals were attracted by the earth's gravity and coalesced with earth.
Firstly, there is no such thing as "downwards" - items of lesser mass are simply attracted to the central point of items of larger mass - therefore a liquid of small mass is attacted by the gravitional force of the much larger mass of the earth. As we too are so attracted we describe this attraction as "downwards", even though we are just being attracted gravitationally to the centre of our planet.
Earth doesn't have to do anything in order to "form" gravity. Just by having mass, it's gravitationally attracted to other masses, and the other masses are attracted to it. That's true of every mass in the universe. Gravitational forces exist between a star in another galaxy and the lint in your pocket, and between my dog and your goldfish.

The pole of the compass that is attracted to the earth's magnetic north pole must be a south magnetic pole. But here's the thing. In the compass, the south magnetic pole of the needle is marked "N" because that end of the compass needle points to earth's magnetic north. The only way the needle can point to earth's magnetic north is if that end of the needle, the one marked with an "N" on it, is a magnetic south pole. It almost seems counter intuitive, but think it through and it will become clear.
our atmosphere is attacted by earth
Gravity is a characteristic of space. Because of it, every material object encounters a force of attractiontoward every other material object. That leads to some interesting consequences:-- A satellite is attracted toward the earth.-- You are attracted toward the earth.-- The earth is attracted toward a satellite.-- A satellite is attracted toward you.-- The earth is attracted toward you.-- You are attracted toward a satellite.-- Two satellites are attracted toward each other.-- You are attracted toward Mars.-- The sun is attracted toward you.-- The sun is attracted toward a satellite.-- The sun is attracted toward my dog.-- You are attracted toward my dog, and also toward the sun.-- My dog is attracted toward Pres. Obama's golf balls....etc.
The layer of gases attracted to earth is atmosphere. It is a big layer.
maybe earth's magnetic field
They are attracted by the gravitational attraction of the earth.
As earth formed, most planetesimals were attracted by the earth's gravity and coalesced with earth.
Earth orbiting the sun is a planet that is attracted to a star.
Earth is gravitationally attracted to every smidgen of mass in the universe, including the lint in my pocket, and the tiniest bacterium in the farthest galaxy, if any.
They are attracted by Earth's gravity.
Everyone is 'attracted' to Earth because of gravity. And there is really no bottom of the Earth.
They are attracted by the gravitational attraction of the earth.
"Mutual" means that both objects in question are responsible for the force. The earth is attracted to you just as much as you are attracted to the earth. You mutually attract.
