Well, I'm no expert, but I'd say you most likely have a serious problem. Water and electricity do not mix. You may have a naked wire that's electrifying the wall when it gets wet. I would recommend getting it looked at right away, before it becomes a major problem.

What size LVL should be used for a flushed header supporting a 2X8 floor load when making an interior wall opening of 16-0?

Is it a load bearing wall or a partition wall? Load bearing will require information such as, roof dimensions, slope of roof, location of building, and number of floors above. Some people can throw a general size but it's well worth getting the beam sized. It's more about protecting your finishes (dry wall cracking etc. ), bouncing floors, sagging roof, etc., than it is about wether the building will stand or not.

What are good ways to protect against tornadoes and hurricanes that are the same?

Certain construction methods can help reduce damage from both hurricanes and tornadoes. Installing hurricane ties in the roof-wall connection reduces the chances that the roof will be torn off. Getting a house without a gabled roof is also recommended, as gabled roofs are more susceptible to wind damage. You can also have extra touch glass in the windows. Most house windows cannot withstand winds over 100 mph, but some types can hold up in winds of 120 and even 140 mph.

How does hitting the ground with your arms fracture the clavicle?

You usually fall with out stretched hand. There are many types of fractures in that case including the fracture of the clavicle. The wave of shock pass along the fore arm and arm bones. It falls on the scapula. Scapula has got no bony attachment to the chest wall. So shock wave pass to the sternum via clavicle. At times the clavicle get fractured.
