Well, I'm no expert, but I'd say you most likely have a serious problem. Water and electricity do not mix. You may have a naked wire that's electrifying the wall when it gets wet. I would recommend getting it looked at right away, before it becomes a major problem.
Is it a load bearing wall or a partition wall? Load bearing will require information such as, roof dimensions, slope of roof, location of building, and number of floors above. Some people can throw a general size but it's well worth getting the beam sized. It's more about protecting your finishes (dry wall cracking etc. ), bouncing floors, sagging roof, etc., than it is about wether the building will stand or not.
