Because they make us... if there were no police to physically enforce you or scare you into not stealing, then what's stopping you from doing it? Nothing.
You're not obliged to give money to a robber, but when (s)he has a gun to your head then you really don't care. It's mostly a question of ethics (in my opinion), because what's good for the creator of the law in question is not necessarily good for you.
What if you were so poor that you couldn't afford the cheapest or smallest amount of food? You would resort to theft for survival, wouldn't you?
