Possible bad ground, maybe the vehicle is running on the daytime running lights only bad switch, the list goes on, time to do some testing...

Lighting module under dash. It's the brain that controls headlight on/off/automatic. Circuits get weak and go haywire. Silver rectangular with a sticker on it that says lighting module
A bad ground wire will cause dim headlights, or will cause lights not to work.
If they are anything like the 99's the outside mirrors are weak and will break off easily, the fan selector knob doesn't blow anything till 3, and the ones I know of all run very warm.

You probably have a bad alternator and a weak battery. I know it sounds strange, but I had the same thing on my 1996 Pontiac Grand Prix. The reason is, there is a big drain on your electrical system when you apply the brakes, ie: taillights, anti-lock system, etc. So, the car stalls, and in my case wouldn't restart. At the least, go to auto zone and have it tested....you'll be surprised.
