A bad ground wire will cause dim headlights, or will cause lights not to work.
It perfectly depends on where you live or drive. You should dim your headlights right when you see another vehicle in front of you or right when you see the lights of another vehicle. It doesn't matter if you are seeing the tail lamp (both of you are traveling in the same direction), you should dim the lights or else it is going to make difficulties for the driver in front.

I have same issue ill start the car and parts of my clusterlights are dark but will randomly brighten once it feels like it headlights do the same thing also my right blinker stops working randomly

It's probably time to replace your headlight switch. Had a similar problem on my '95. A new switch fixed her right up.
Take it to the shop and let them put the gauges on the lights to adjust them so there set right.

I have a 2000 model which is the same body and accessory unit. My fuses are #20 for the running lights, and #21 and #22 for the right and left headlights. This box is located under the far left side of the dash.

there are 4 switches that are similar for headlights, fog lights, rear defrost and hazard. the headlights and fog lights are on the left side of the steering wheel. rear window defrost and hazards are on the right side of steering wheel.
