Generally if a projectile 'tumbles' this is because it is not adequately stablized by the spin imparted by the bore rifling. Your question does not provide enough information for a specific answer, but I would guess that you are trying to fire some kind of conical projectile (maxi-ball or saboted bullet) from a gun that was only intended to fire round balls. A typical round ball gun will have a very slow twist (in the order of one turn in 60 inches) which is not at all adequate to stabilize a conical projectile. If the twist is adequate for the type of projectile you are using, then it may be that your charge is too light, since the other cause of too little spin (other than twist) would be too little speed. But I'd make sure your gun is really intended for conical projectiles before increasing the charge, as shooting conical projectiles in a gun meant for round ball may already be dangerous, and will only get more so with larger charges.
