Two different circuits, altogether. Could be a faulty switch, short in the wiring, might even just come down to fuses.
The headlights of a Ford Windstar may have problems going on if they are burnt out or if there is a wiring problem. Blowing a headlight fuse will also lead to both lights not working.

Check fuse # 3 , that is a 15 amp fuse for your parking lights if all 4 don't work
What are the headlights doing? Is the bulb burned out? Are the lights not coming on at all? Are they misaligned?

I believe you pull the selector knob ( park lights , headlights etc ) towards you
On a 2005 Ford Focus : Turn your low beam headlights on and then pull the headlight control out towards you to turn on the fog lights
On a 2005 Ford Mustang : Either put your park lights or your low beam headlights on and then pull the headlight control out towards you to turn on the factory fog lights
