Video clips are not limited to 5 seconds in Windows Movie Maker. They are limited to whatever length originally recorded.
Perhaps you meant pictures/photos? If so, you can stretch the clip on the time-line view so that it is displayed longer than the 5 second default.
There is no feature in Windows Movie Maker that allows you to add an effect to all the clips in your project. Windows Movie Maker is a very basic video editing software application with limited features. Unfortunately, you will have to add the effects individually.

Your clips should not be freezing up after being split. You might consider re-installing your Windows Movie Maker, because it sounds like there may be a problem with the application itself.
