Why aren't the RPM' s not at 0 has you sit idle at light or stop sign then car jumps when i proceed forward?

The RPM is the revolutions per minute of the engine. When you are sitting at a light or stop sign the engine is still running and the tach should show the engine RPM's, probably around 650. This is normal.
