Why aren't all the programs on my computer listed on the all programs list on my start menu?

The folks who programmed those programs didn't have the installer place links inside your start menu.
The Windows start menu isn't populated automatically. Programs put links into the start menu during their installation process. On top of that, you as a user can remove those links without uninstalling the programs.
