No. The one in the middle is a brake light, and should only come on when you put on the brakes.
Your tail lights are designed to come on with your low beams so that drivers behind you can see you better. It basically assumes that it is dark out. Im assuming you are referring to your tail lights, as tail lights and brake lights are two differing brightness bulbs in the same lens housing. Your tail lights will come on with your headlights, but your brake lights only come on when you depress the brake.*Note: If you were referring to the actual brakelights, do not drive your car on public roads or your chances of being in a rear-end collision are very high. Take your car to a certified automotive technician and have them checked out.
Try to find out if the car have fuses for left and right brake lights. And did you replace the bulb on the side that is not working?
Just pull the parking brake up one click. It won't engage the brake, but it bypasses the headlights.

Are you saying your tail lights themselves do not work and only the brake lights work. If that is the case, check the fuse, and then check the tail light bulbs.
The brake light switch is out of alligment. Check on the brake pedal arm and readjust the switch.
Only the front lights stay on for safety. You need to turn on your lights to get the back lights to come on. To turn off the front safety lights just push your emergency brake on one click.
The most likely cause is a bad brake light switch (if none of the brake lights illuminate) but if its only one of the brake lights, try changing the bulb. Even if they still work as running or turn lights because they have a double filament and may still work partially, but not as brake lights.
The only way to turn them off is to shut off the ignition, pull on the parking brake lever, then restart your engine. Running lights should be off. Once parkig brake is released, lights will come back on.
