In other words, if you are using the site with an IP address, you may not edit a question, although you can can answer questions and edit the categories.
There are multiple ways to edit a question:
Sometimes questions are locked by Supervisors and Vandal Patrol if they are constantly vandalised. If this is the case, you will see a padlock next to the question. Only Supervisors can edit locked questions.

You can submit an edit on a question the same way you post answers that are not edited.
To edit your question, simply go to the question page, and click on the edit symbol, located to the right of the question (it's shaped like a pencil). Make your changes, and click "Save."
There is no way to take a question off of Answers. However, you are able to edit your question. To do so, log into your account, click "edit question", change your question and save.
