well you have to buy the clothes first and then you'll be able to plan your outfits with the dresser. There's also a cheat for the sims 2 on the computer you've got to open the cheat box (ctrl+shift+c) and type in boolprop testingcheatsenabled true be the sim that you want clothes for and hold down shift and click on them and click plan outfit (you might have to keep clicking plan outfit a few times) and buy all the clothes you want i think they're all free.
