No. Animals certainly communicate with each other, but they do not use language.
Some animals are very good at "reading" humans. Most notably canines (dogs).

Animals cant talk well they do but their own language its like we speak English but they speak animals and we speak English other people could speak Chinese or Japanese or Manderin. Animal brains are organised differently to human brains. The places we use to process the sounds that make up speech are not as large in animals. Relative to our bodies human brains are rather large and a greater percentage is given over to processing speech. Most animal brains arn't large enough to cope with the extra load. Some animals have larger brains, these tend to be animals that live in social groups.
