You can't damage Alduin except in Sovengard, and even then you have to use Dragon Rend ( something like that ) to knock him out of the sky before he'll take damage.

It is not a quest reward as such, but you have to complete the main storyline quest Alduin's Wall before you can access it. It is there for the taking, should you wish to steal it (it is an owned item).
Once you've cleared the fog with the warriors, you should use Dragonrend to bring him to the ground. Once you can use the shout again, use it while he's still on the ground a second time. He shouldn't fly up again for a while after. You can then unleash whatever powers and weapons you have against him and he will eventually be defeated.
