It's your brake shift interlock. It is a safety device so you can't put the car in gear until you push your brake, it sometimes makes the brake light go out also.

If you do not have your car turned on the vehicle will not shift out of park. You also have to have your foot of your brake.
On a newer car, the car's brake must be applied to get out of park. Most cars will not go out of park if the key is not in the "on" position. It may stick if it's very cold outside. In an older car, parking on a hill can cause the shift lever to stick in park. To avoid the last one, apply the parking brake before shifting into park when parking your car on a hill. To get the car unstuck from a car in park on a hill, rock the car up the hill while pulling the shifter.

its going to be some were on the tranny a small metal rode is going to be connected to the park/shift solenoid and that metal rode runs throw and connects to your shift handle inside the car/truck
CANT GET THE SHIFT LEVER OUT OF PARK
The cable/linkage between the shift lever and transmission is likely broken or disconnected
If the car is automatic you must have the footbrake applied to shift from park.
check the brake light fuse in the dash by your left knee, if it blows, cant shift park
