A complete lack of control is typically neurologic - the nerves under conscious control for the anal sphincter don't work properly, so the sphincter is flaccid and weak, unable to control defecation.
A partial lack of control could be inflammatory, neoplastic or behavioral in nature. This would be when a dog sometimes makes it outside to defecate but other times defecates in the house.
A veterinarian would be able to examine your dog, discuss a complete history (including times, locations and visual descriptions of the defecations, both inside and outside the house) and work out a diagnostic plan with you.
