If it is a house set on foundation, you will need a door with a porch, with stairs leading to the ground. If you have all these things I am unsure of what is wrong with your game. I suggest posting screenshots with your problem to a site like modthesims. Members on there may be able to tell you.

You Cant rob houses on sims 2 life stories I tried it myself and found out when u walk upto a house u cant go into it because its not your house . Only on sims 3 or updateds sims you can rob houses and shops.
