plane engines need oxygen in order to burn fuel (any kind of fuel needs oxygen to burn), and they have to get their oxygen from the outside air. If they fly too high, the oxygen concentration in the air will drop too low for the engine to maintain combustion, and will cause a stall, equivalent to using a heavy blanket to snuff out a flame.

Why cant planes fly lower than the stratosphere?
Planes can fly fifty feet off the ground if they need to. Commercial airliners fly in the stratosphere for two reasons: there's very little general aviation traffic up there (and most of the GA guys with planes who can fly that high are good pilots), and the plane is more efficient at that altitude.

Military aircraft, especially Navy jets, are designed to land harder. Their landing gears are stronger than passenger aircraft. Most military aircraft have ejection seats. Most passenger planes, either large or small, will have a cargo hold or a place to carry luggage. Military planes have very little room to carry cargo or luggage. Some military planes will have room to carry a duffle bag for 1 or 2 crew members. Large military cargo and troop carriers will have plenty of space to carry luggage or extra equipment for the troops.
