One of them is true, you cant give blood for a full 12 months after getting inked. Not sure about the epidural though, shouldn't think it would matter.

Your doctor is an idiot for telling you it would be fine. And your tattooist is not a doctor and is not qualified to give such advice. All doctors who actually know what they are talking about will tell you to wait until after you give birth - tattoo ink can enter the blood, blood which you are sharing with your baby.

Tattooed people can't donate blood because of the inherent risks that might come to whoever receives the blood. The risks that the ink from the tattoo might have infected the bloodstream can give the recipient blood diseases.
Yes you can, i asked how long you have to wait till you give blood after getting a peircing....and they said 6-7 months:) if you got a tattoo you have to wait a year.
People give blood to help other people that may have problems,disease,or may have been in an accident and have lost a lot of blood, (in which they may require a blood transfusion).
