Two reasons. The primary one is they don't want you going to a unit and giving your STD to people. But just as important is the military still subscribes to old Victorian standards of morality, and sex is a serious taboo there - the military still has its sodomy law, which allows them to put you in prison for 20 years for non-missionary-position sex. They don't enforce the stupid thing unless you did something to go along with it - if you get nailed for rape they'll usually throw a sodomy charge in there too - but they are the only ones who are allowed to prosecute for sodomy.
No. You cant have a stud without the STD..

Generally no. If you have a curable one, it'll need to be treated first. Most STD would exclude you from being able to serve in the military. Some treatable ones, such as chlamydia, could be cured before enlistment, but an incurable one, such as HIV, would certainly exclude you.
"Mil Std" is shorthand or tech speak for "Military Standard." Typically this is an industry term for military contractors or providers of military equipment that applies to material and equipment that meets the quality control requirements of the federal government and the US military. "IP51" is a nomenclature for some piece of equiment. What it is is difficult to say without more information or very specific knowledge of that equipment.
