Snakes don't have legs anymore because they withered away a long time ago. They have strong muscular bodies, which they twist to move about. They use their scales to help. Snakes don't have a fixed body temperature, so they like warming themselves in the sun. In winter and in cold weather they hibernate.

It would seem that the religious answer to this, at least, lies in the early Genesis account of Adam and Eve, wherein the snake/serpent tempted Eve to contradict God's commandment not to eat of the 'forbidden fruit' of the 'tree of knowledge of good and evil'.

According to the account, because the snake did this, God cursed it such that it would evermore 'go upon its belly'.

From this declaration, it may be assumed that it previously had legs, feet or some other mechanism that held it above ground.

Stupid, that's how God created them. Do you think they wouldn't be ruling the world is they didn't have arms and legs? No. They would take over the world and we would be in trouble. Can you imagine a world ruled by worms? I've had that nightmare before. It isn't pleasant.
