Proper grammar and punctuation are learned, practiced, and perfected over many years beginning in childhood. Some people do not get correct education. Others form lazy habits or just don't care. However, in other instances, people might have learned ESL, English as Second Language. Grammar and punctuation differ in other languages and English is one of the harder languages to learn, especially for writing. Lastly, some people think it is cute or they try to be cute by using slang and urban shorthand, or ways they learned to text; these never pass as intelligent written responses.
