We actually do have a comment board here on WiikAnswers.
It is called Community Forum and covers a range of topic allowing you to make comments and note concerns.

Absolutely. To get to the community Forums, look to the far left side of the screen in the blue box, at the bottom of this box is the link Community Forum, which is listed under the header My pages. Among others, there is the Just Chatting forum and the General Discussion forum. Beside the community forums, registered users have a Bio page and a message board where users can leave comments for you and you in turn can leave comments on their message board or look at their bio page.
This is known as 'spaming'. What you do is you comment them as usual. BUT when it lets you view your comment (after writing it so you can't type it's just letting you view it) hit the post comment button alot of times. The only thing is the ammount of comments that are posted is based on the ammount of times you click the post comment button. So if you want to post 1000 comments your gunna have to hit that button 1000 times.
On a video you just go to where it says "Post comment" under the video you want to comment on and for a YouTube channel, it's the same thing but some people disable their comments on their profile AND videos and that means you can't comment.
You must have an account and be logged in. On the page with the link to the file and comments and all, you'll see some info (eg. Seeders, Leechers, yada yada). You can see a comment part as well. There's a link called "Write Comment" there, so you can click that and comment.
Yes, you can leave a message for any WikiAnswers user on their message board. When you see their username, click on it so that you go to their bio page. Then click on the message board link.
Yes, people can leave comments on engadget if there is a space for comments. Otherwise, it would be feasible to leave comments on a page and there isn't room for it.
You press the add thing then put "let people comment" ,then if it says yes all you must say is please comment if you have seen where Rockhopper is right now. That is what a tracker is. Then when they leave comments about where he is, you put it in yourself.
I don't think so yet but there may be a time when it comes in. you can let them comment if you add them as a co-collaborator.
