Why can't they make a non member party on club penguin?

The reason for no nonmember parties on Club Penguin is because they dont PAY $$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$
