If you include the families of murdered people as victims you wouldn't want them to decide the fate of a person's life. A person should get the death penalty based on aggravating and mitigating factors and not in whether the victim want's them to be put to death. This puts more emphasis on revenge, which is personal, and less emphasis on retribution, which is more just.
