You need to use an electromagnet in a scrap yard so that you can let go of the pieces of scrap that you pick up. A permanent magnet would not allow you to let go.
There are at least two compelling reasons to use an electromagnet in a scrap yard: 1. A large permanent magnet would be more expensive, and 2. Letting go would be MUCH harder!
