The pets are supposed to be sort of like npcs (non-player characters). They do their own thing, you're just responsible for them.
Of course, if you want to control everything they do, press [CTRL] [SHIFT] [C] to bring up the cheat window (a small white bar at the top of the screen). Type in "boolprop controlpets on" (but without quotes) and press [ENTER]. Now you can control the pets in your household.
