Weapon skills can be levelled up to 16, which is the maximum. There is a formula involved to say whether you will have an increase to your weapon stat, and this formula looks at the defeated monster's 'rank', your current skill level and the length of battle. Highly skilled player characters defeating low rank monsters in a turn or two, means no increase.
The system is easily exploited by deliberately hitting yourself, or attacking with double shields to prolong the length of the battle. But if no exploits are used, the game does balance itself out. If you continually fight rank 1 enemies such as goblins, you will slowly level your weapon skill up to 4, but you'll be defeating the enemies in one or two rounds, and so you'll see no more skill increases. Instead you'll be forced to move onto rank 2 enemies, which will take a little longer to defeat. This will allow you stats to grow, to around level 7 before you'll need to fight rank 3 monsters.
