Your 35 year old friend from France can't move to the US, become a citizen, and run for president because the US Constitution requires that candidates for president must be natural born US citizens; natives. Also, they have to have lived in the US. They have to be resident citizens. The Constitution reads:

No person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President; neither shall any Person be eligible to that Office who shall not have attained to the Age of thirty-five Years, and been fourteen Years a Resident within the United States. (Art. II, Sec. I, para. 5)

On the other hand, there's not much preventing your friend from coming to the US and just becoming a citizen.
