When you turn the timer, you have to quickly run to get through the hole in the fence: run up the pile, then across to the right and down through the hole in the conveyor belt.

What do you do at the electric fence in the Diamond Mines on Nabooti Island?
You will need the hardhat to enter the mine. Get it from the Safari. There is a hole in the fence at the upper right (below the right side of the conveyor belt). But you need to turn the power off temporarily. Enter the mine and press the timer for the electric fence. It will set itself fully back and begin to move clockwise. You have that much time to get through the hole in the fence. Run left, up the pile, jump onto the conveyor belt, run right, and jump through the gap in the belt, to reach the hole in the fence.
How do you get through the fence at the diamond mines on Nabooti Island?
You need the hardhat (from Big Zeke at the safari) to enter the mine. Go right, past the guard, and find the timer for the electric fence. Pressing the dial turns it fully, and you have to get up to the hole in the fence before the power comes back on. Run left up the ore pile, jump onto the belt, and run right and jump to the right. Get through the hole in the wire.
