A person will run faster in air as without oxygen they would die. A dead person doesn't move very quickly. That said if there was no requirement for oxygen, there would be no air resistance in a vacuum and logically they would move at a negligibly grater speed.

It depends on the person. On one hand, a person has run a mile in 3minutes 43.13seconds . On the other hand, a lot of people can't run a mile at all.
That is a physical change - at least the pump is (air in, air out, with no chemical change). The energy required to run the pump probably will come from a chemical reaction though: an electric generator burning fuel to run the generator or food being digested and converted to energy in the muscles if it is a person powering it
