We can. There is no reason we can't. However, the way in which it is processed after it is killed, and slaughtered, and shipped around- you put a lot of faith in people to not contaminate food with harmful bacteria (and not natural bacteria as per a regular killed animal).
People do eat raw meat, in the sense of sashimi, steak tartare, etc. etc. It's fine, some argue far better for the body to do so (inuits live basically on raw meat, with no vegetable matter.. they get adequate vitamin C)

We can eat raw meat, ever had a rare steak? The difference is out digestive tract isn't geared to eating raw meat and would eventually show up as digestive issues. Big cats digestive tracts are capable of processing this raw meat easier than a humans system could.
