Why can previous versions of Adobe Photoshop not open the most recent version of Photoshop?

Because new version of Photoshop have features not available in previous versions, this does not mean you can not open file from new version in some of previous but mean that features not available in previous versions will be rasterized and flattened. To ensure that anyone can open PSD file in previous version turn on Maximize PSD and PSB File Compatibility when saving file (Edit > Preferences > File Handling).

the best way i found is to do this, open up the folder with your save file in it. right click on the file and click "Properties" then click on the Previous Versions tab there should be a previous version of it to look at, click on it and then click restore, this will restore it to the last time/recent *before last time* saved :]
