Why can thrift stores tax items already previously taxed when they were purchased new?

You are taxed for the goods you purchased. Thrift stores rely on donations from individuals, and sometimes companies, so that they can help those in low income areas afford clothing and other household goods they may not otherwise be able to afford. Some local consignment stores may not charge tax since you cannot be charged for something that was already taxed. However, the problem is there isn't a record that shows what tax has been paid on, which is why most thrift and consignment stores will charge tax on purchases. If the item was bought in a state where there wasn't a sales tax, then that items would need to be taxed in the state it is currently being sold in, but again, no record to show where it was purchased from or if tax was ever paid.
