The manual stated that the policy was to drug test employees (already hired) who showed signs of being under the influence, with nothing about a preliminary test. I'm pretty sure that reflects the official policy (at least for the southeast, probably nationally). But I'm also pretty certain that an individual manager or director could decide to drug test at his or her discretion. They do do background checks.

When discussing advantages of one form over the other, you have to know what your goals are. If your goal is to sell your items as fast as possible, with the least amount of hassle, the flea market type would be best. However, the your selling price will be at rock bottom, since these are mostly for bargain hunters. When you exhibit at shows, you don't expect to sell the item directly off the exhibit rack, so to speak. Instead, you will probably get commissions from people who want an item made by you that meets their specific needs. Your art will be viewed by more people who appreciate it, and will probably sell for a much higher price than the other. An in between event would be the Arts and Crafts Fairs, where each participant has his own booth, and can sell items directly to the public. This is better than the flea market, because the visitors are looking for a higher quality item, and are willing to pay more. However, it is also time consuming for little profit, because the majority of visitors are browsers, and not buyers. My favorite kind of fair is the charity fair, where you donate items to be auctioned off to raise funds for the charity. I make the most money at this type of fair, and I donate all my proceeds to the charity, keeping only expenses. I prefer art shows, where the work is exhibited by the show organizer, and often judged for prizes. I have gotten many prizes, and commissions from these shows.

In fact, the word "flea market'' has its origins in the name of a famous Parisian street market. The "Marche aux puces Saint-Ouen'' is a colorful market on the northern border of Paris that is a favorite stop for tourists and locals alike. In the winding alleyways that make up the Marche shoppers can hone their haggling skills and perhaps find a rarity among the booths and tables. The Marche aux puces has been in operation for more than a century. Francophones know that the French phrase "marche aux puces'' literally translates to "flea market.'' George Dougherty wrote in his 1922 book In Europe that the Marche aux puces "is called the 'Flea' Market because there are so many second hand articles sold of all kinds that they are believed to gather fleas.'' Whether Doughtery was merely parroting Parisian folklore or relating the actual etymology behind the French name, his use of "flea market'' to describe the street market is the first known example of this term in English. The term didn't begin popping up with any real frequency until the 1950s. At that time, it was usually used to refer to markets of this type in Paris, Spain and elsewhere in Europe. During the 1960s, however, it began to be applied more frequently to such gatherings in the United States.
