I think it is because the disturbed surface made the light waves reflect in many directions , breaking up the image.
Water can act like a mirror, but for you to see something in a mirror it has to be big enough, and angled in the right direction. Disturbed water will act like lots of small mirrors, pointing in every direction possible. Like trying to see something reflected in a disco ball.

The pools around the Taj Mahal are basically reflection pools. If you see a picture of the Taj Mahal you can see the reflection of the building in the pools. Like most reflection pools the water is shallow and the water is not effected by fountain jets so that the reflection is kept still from any waves.

Depends on what you are reflecting ON... If it's not a clear or mirror like surface... then no, if it is, you can still see your reflection on an uneven surface... Why don't you actually EXPERIMENT and try to see it for yourself?
