Supervisors and Community Assistants can edit protected questions. Only Community Assistants have the power to edit Preserved questions.

If you are blocked or "kicked off" of Answers.com, you will no longer be able to answer or edit questions, change questions, or anything like that. However, you will still be able to find answers to questions and search the reference topics.
