Depending on how far you are in Animal Crossing may affect if you can order items. One problem may be that you are still working for Tom Nook and can not buy, sell, or order anything from him. Another problem maybe that you have not acquired any items that you wish to order, you can only order things that you've put in your pocket and already have.
