That could be for a number of reasons. You need the services of a competent mechanic.

turn the key to the "on" position, do not start the car and tap the gas pedal 3 consecutive times. After that is complete turn the car off and then turn it on again.

They usually don't do that, but if you turn the car off while they're still going, they might get stuck that way. To fix that just turn the car back on. They should go back to the "down" position, then you can turn the car off again.

If the alarm is going off, you should press the panic button again. You can also get inside and turn on the car to turn the alarm off.
Turn on the key to the on possition (dont start the car just to where the car is ready to start) and leave it like that for 12 mins. then turn it off for 2 secs. then on again for 12 mins then off for 2 secs. then on again for 12 mins, off for 2 secs then start the car. it resets the alarm system.
i don't know about the beetle, but in some cars to get the alarm to turn off you have to lock the car, get out and close the doors, then use the key to open the door again and start the car.
You Simply Turn the key Forward . And if you've pressed it to turn it off then you need to press the button again and it should run properly
