Actually, many cell phones are significantly larger than they really need to be, because people like the larger size. They have larger screens (good) and larger keypads (good) and larger batteries (good, because it means longer battery life). If you're willing to sacrifice some or all of those, you could easily make a cellphone the size of, say, a matchbook (well, youprobably couldn't, but Motorola or Samsung definitely could).
Cell phones are as small as they are to make them easy to carry. The first mobile phones were monstrous by today's standards, the transmitter unit was large enough that they weren't carried around but permanently installed in cars (which also allowed them to use the car's battery). A unit and the battery to power it could easily weigh 50-100 pounds.
