chlorine ion has one more electron than the chlorine atom, thus the pull of the electrons to the protons in the nucleus is less because of the extra electron allowing the electron cloud to relax a tiny bit

A chloride ion has an extra electron and since the protons are attracted to electrons, the force of attraction is stronger. For Chlorine atoms however, there are equal numbers of both protons and electrons so there's less electrons for the protons to be attracted to.

Think of it this way. In making a negative ion, you are adding a negatively charged electron to the cloud of electrons already in the atom. What do you think that new electron will do to the negative electrons already there? Remember what like charges do to each other.
