Purchase a can of Throttle body spray cleaner. Be sure it is sensor safe. Clean all the throttle linkage, and then clean inside the throttle body, making sure you clean the butterfly throughly.
Check the butterfly in the throttle body on the car. It most likely is gummed up with oil and residue from the PCV system. This will cause the butterfly to stick. Clean this out with some carb cleaner and towels and it should take care of the problem. If that doesn't fix it, try to clean and lubricate the throttle cable.

It is possible the throttle body butterfly is sticky and not opening correctly. To fix it get a throttle body brush($1.99 at the store) and clean the carbon or dirt out of the throttle body. You can get to the butterfly through the air intake. screwdriver removes the hose clamp. Use a degreaser like crc or brake cleaner to clean out the exact area where the butterfly seats and scrub the area with brush. When you start it it will smoke and smell funny for a minute then clear up. This is common on a lot of Fuel injection systems. 5 minute job
dirty throttle body can cause staling and low rough idle . remove intake hose open throttle all the way and clean with either carb clean or throttle body cleaner found at any auto store. clean all around the inside of the butterfly and housing.
more than likely your throttle body butterfly valves is sticking. you can clean it with throtle body cleaner but you must remove any sensors from throttle body first.
