In the colonial times there was an esteemed value of education. People believed that college is the key to success, better mobility, and a better life. Education could make people equal. The Puritans believed in the importance of children learning to read. They wanted children to read The Bible which then caused religion to derive. The Old Deluder Act was passed so that every town would become responsible for establishing grammar school where children would learn to read, write, and communicate effectively. The colleges were mainly established as a place to train ministers.

Yes there were colleges in the 1930's. The first university system began in Italy in the 1300's and by the mid 1700's colleges were established in the colonies.

If you mean full-fledged universities, the answer would be all of them. At that time, universities were only to train theologians and scientists/philosophers. There were presumably secular normal schools (what would later be considered a teacher's college), but a university would have had no purpose without a sectarian backing. "Established" for that time means tax-supported. It would then mean that not all of the colleges were "established".
