Defraging you hard drive may help also. well it can due to many possible reason, may be you PC is lacking in the sources, or the program you are trying to run doesn't meet with the requirement it needs to be run on with the configuration of your system, another possibility is that the page file is continuously stucking in the Cache( random access memory in processor) .
i prefer you get your system formatted and install a brand new Operating system, and if the problem persist then contact you technician, may be there is a hardware fault.
