You are basically reading the resistance of a small piece of conductor which should be minimal. Depending on the accuracy of your meter a value under 1 ohm, and really much less, is expected if there is continuity. if higher then the meter isn't very good or you have added resistance such as an oxide coating on metal part that increases resistance of the measurement.

[Plug and socket outlet sounds ok to a me, as a Brit, but we never really use that expression in the UK. Plug and outlet or plug and receptacle actually sound very strange!]
